Appointing security stewardsApplication to appoint security stewards to carry out assignments at shopping centres, public transport stations and on public transport On the application of the owner of the site or vehicle, the police department within whose area of jurisdiction the shopping centre or public transport station is located or from where the public service vehicle departs may issue a licence to appoint security stewards referred to in the Security Stewards Act (533/1999) to carry out assignments at shopping centres, public transport stations and on public transport. The security stewards referred to above may assist the police in maintaining public order and security if there is no other appropriate manner to do so, and if maintaining public order and security for a justifiable reason so requires. A licence to appoint security stewards issued by the police limits the operating area of security stewards to the site where a shopping centre or public transport station is located or to a public service vehicle and, if necessary, to their immediate vicinity. The licence to appoint security stewards is valid for a maximum of five years. The police department that issued the licence may, if necessary, cancel the licence to appoint security stewards or change its conditions or validity period due to changes which affect significantly the maintenance of order and security in the operating area. The security stewards assignments mentioned above can be undertaken only by guarding services suppliers as referred to in section 3(1) of the Private Security Services Act (282/2002). Persons employed by guarding services suppliers to carry out the assignments in question must have valid certification to act as security stewards and guards.
