Professional competence of bus and lorry drivers



The Act on the professional competence of bus and lorry drivers (16 March 2007 / 273) concerns the professional qualifications required in road traffic for lorry and bus drivers, and drivers of vehicle combinations comprising a lorry or bus and a vehicle being towed. It is forbidden to drive the aforementioned vehicles commercially in road traffic without this professional qualification.

A basic-level professional qualification, which remains in force for five years at a time, is required of all bus and lorry drivers. The validity of the professional qualification can be extended for five years at a time with further training. However, the professional qualification shall remain in force no longer than the applicant's right-to-drive.

The scope of the basic-level training affects what kind of vehicle a person may drive commercially. Detailed information on the training is available from the Finnish Transport Safety Agency's website.

As proof of his/her professional competence, the driver shall be issued with a professional-competence card by the Finnish Transport Safety Agency on application and on fulfilment of the requirements. Entries indicating the driver's professional qualifications can also be made on the driving licence, if the applicant fulfils the professional-competence requirements along with the requirements for issue of a driving licence prescribed in the Finnish Road Traffic Act or by virtue of it. Applications for the entry of professional qualification details on driving licences shall be made to the police in the domicile of the applicant.

The entry of new details indicating professional qualifications on a driving licence requires application for a new driving licence.
The following must accompany the application:
  • two photographs that fulfil the requirements for a passport photograph and that can be digitised (it is possible to use a photograph previously stored in the vehicular and driver data register from which the applicant can be easily recognised).
